(July 22, 2021) – President Rodrigo Duterte has “miserably failed” to serve the public because of his repressive policies over the last five years, progressive groups said on Wednesday, gearing up for a massive protest on the State of the Nation Address (SONA) on Monday.
Karapatan particularly criticized Duterte’s brutal drug war, which the group described as anti-poor for targeting petty criminals and government critics.
“Palpak ito sa pagpapatigil sa illegal drug trade sa bansa dahil bukod sa pananatili ng mga sindikato at cartel, nagpapatuloy ang pagkasangkot ng mga nasa gobyerno sa raket na ito,” said Karaparan secretary general Cristina Palabay. “Nagsilbi ang drug war para ipagyabang at iwasiwas ng pangulo ang kanyang kapangyarihan at maghasik ng lagim sa mamamayan.”
Duterte was given a below-failed mark for the rampant killings that happened during his iron-fisted administration.
Drug war casualties are pegged at 30,000 while other cases of extrajudicial killings (EJK) reached over 400, according to Karapatan. Close to 500 others were classified as frustrated EJK that mostly targeted political figures. Thousands of activists were also jailed based on fabricated charges.
Security forces allegedly planted evidence to prosecute or kill labor union leaders, farmers, and community organizers, according to Palabay, citing the case of nine activists killed during the “Bloody Sunday” massacre in Calabarzon last March.
Sectoral groups also criticized the rampant red-tagging committed by the National Task Force to End Local Communist Armed Conflict, lamenting its dangerous effects on groups and individuals maliciously linked to the New People’s Army.
“Political repression, through the weaponization is systematic and orchestrated, comes in various forms, in multiple platforms,” said Edre Olalia of the National Union of Peoples’ Lawyers. “Essentially, we are under authoritarianism using the robe of populism.”
Progressive groups, led by Bagong Alyansang Makabayan, will troop to Commonwealth Avenue in Quezon City on Monday to mount a huge protest as Duterte delivers his last SONA at Batasang Pambansa.
Duterte is expected to provide an update on his government’s policies as well as his remaining plans for his last year in office.

Akbayan dubbed Duterte’s final SONA as “the biggest fictional show of the year,” warning about his possible false claims and empty boasting.
“Mr. Duterte’s last SONA will be the summary conclusion of his broken promises and colossal failures,” said Akbayan spokesperson Dr. RJ Naguit. “We will bid goodbye to Duterte’s legacy of tyranny, killings, and impunity and say hello to truth, justice and accountability.”
