(May 4, 2025) – The controversial police officer facing multiple charges due to partisan political activities on social media has resigned, the Quezon City Police District (QCPD) announced on Friday.
The QCPD maintained that former patrolman Francis Steve Fontillas, a content creator and vlogger, no longer holds any position or affiliation in the Philippine National Police (PNP).
“Mr. Fontillas officially resigned from the Philippine National Police effective April 10, 2025, through an affidavit of irrevocable resignation duly approved by the regional director of NCRPO (National Capital Region Police Office),” said the QCPD in a statement.
The QCPD released it after some raised concerns over a recent video shared by Fontillas wherein he blamed the government when protesters and police officers supposedly had a scuffle during Labor Day in Recto, Manila.
“Whatever views or opinions he now expresses as a private citizen do not, in any way, represent or affect the policies, positions, or operations of the PNP,” added the statement.
In a post on Facebook earlier today, Fontillas said he resigned because he disagreed with how Pres. Bongbong Marcos Jr. runs the government and the PNP.
Last March, the QCPD filed a complaint against him over inciting to sedition after criticizing Marcos and the PNP and threatening the International Criminal Court for arresting former president Rodrigo Duterte.
The National Police Commission also slapped Fontillas with administrative cases for grave misconduct and conduct unbecoming of a police officer for his partisan content online, which violates the PNP Code of Ethics.
Even though he has resigned, his cases will proceed since the offenses were committed while he was still in service, according to QCPD officer-in-charge Col. Randy Glenn Silvio.
Fontillas had a history of disturbing behavior, including having a short temper and mood swings, after undergoing medication in 2023, according to the PNP spokesperson Brig. Gen. Jean Fajardo.
