(April 25, 2024) – Pres. Bongbong Marcos Jr. on Thursday asked government agencies to facilitate the transition of contract of service (COS) and job order (JO) workers to permanent roles.
In a media release, Marcos emphasized the need to leverage the job experience of these workers, some of whom have served in the government for many years now, to help them gain the necessary qualifications for regular positions.
“Just look at the numbers, the data on average, government agencies. How many of their employees are contractual?” said Marcos on Wednesday in a meeting with the Department of Budget and Management, the Department of the Interior and Local Government, and the Civil Service Commission (CSC).
Marcos also called for collaboration between government agencies and educational institutions to prepare the COS and JO workers for CSC examinations to enhance their skills and capabilities.
He has extended the engagement of COS and JO workers whose contracts are set to expire at the end of the year.
“How many items are in their plantilla proper are not filled? How many are contractual as a percentage of the total number of employees? Kasi the percentages are one of the most important,” added Marcos.
Based on government numbers, almost 30% or 832,812 workers of the government were under COS and JO, as of last June. It was equivalent to a 29.7% increase from 2022.
Early in his presidency, Marcos said one of his priorities was “rightsizing” the government. He abolished the Presidential Anti-Corruption Commission and the Office of the Cabinet Secretary.
But he also created new posts, including the presidential adviser on creative communications, which was given to director Paul Soriano.
Soriano helped Marcos during his presidential campaign. Soriano, who is Marcos’ godson, resigned last November.
The Department of Public Works and Highways has the most number of COS and JO workers with 29,275, followed by the Department of Health with 18,264 and the Department of Education with 15,143. The Department of Social Welfare and Development and the Department of Environment and Natural Resources have 13,770 and 10,990, respectively.
