(May 26, 2022) – The Commission on Elections (Comelec) on Thursday declared 55 party-list groups as winners in the May 2022 polls, taking 62 seats which poll watchdogs have noted to be largely occupied by political families and big businesses.
The Comelec en banc, sitting as the national board of canvassers for senators and party-lists, has proclaimed the groups at the Philippine International Convention Center, after postponing the proclamation by a week while waiting for the results of the special elections in Lanao del Sur.
Only one party-list group – the Anti-Crime and Terrorism Community Involvement and Support (ACT-CIS) Partylist – clinched the maximum three seats in the elections, receiving 2,111,091 votes or 5.74% of the total based on the official results.
“Lubos na pasasalamat sa inyong umaapaw na suporta sa ACT-CIS Partylist,” ACT-CIS said in a statement. “Tayo pa rin ang #1 Partylist na pinagkakatiwalaan ng sambayanang Pilipino. Tutumbasan natin ito ng mas pinaigting at pinalawak na serbisyo publiko.”
The poll body awarded two seats each for 1-RIDER Partylist, Tingog, 4PS, Ako Bicol, and Sagip, who all got at least 2% of the total votes.
Getting one seat each and securing at least 1% of the votes are Ang Probinsiyano, Uswag Ilonggo, Tutok to Win, CIBAC, Senior Citizens Partylist, Duterte Youth, Agimat, Kabataan, Angat, Marino, Ako Bisaya, Probinsyano Ako, LPGMA, API, Gabriela, CWS, AGRI, P3PWD, Ako Ilocano Ako, Kusug Tausug, An Waray, and Kalinga.
Also getting one seat each are AGAP, COOP NATCCO, Malasakit@Bayanihan, BHW, GP Party, BH (Bagong Henerasyon), ACT Teachers, TGP, Bicol Saro, Dumper PTDA, PINUNO, Abang Lingkod, PBA, OFW, Abono, Anakalusugan, Kabayan, Magsasaka, 1PACMAN, APEC, Pusong Pinoy, TUCP, Patrol, Manila Teachers, AAMBIS-OWA, Philreca, and Alona.

Only three left-wing party-list groups — Kabataan, ACT Teachers and Gabriela — won, getting their certificates of proclamation, despite fears of non-proclamation for two of them after Comelec’s George Garcia earlier said that party-list groups with pending cases will not receive the certificate.
Left-leaning groups Bayan Muna and Anakpawis did not win any seat. Akbayan, a rival progressive group also did not make the cut.
Right-wing groups, like RAM and Magdalo, also did not win a seat.
All these groups used to enjoy two or three seats in past elections.
On the other hand, United Senior Citizens Party-list also received enough votes to secure one seat, but they were not included in the proclamation due to a pending motion seeking to reverse the denial of their registration, the poll body said in the resolution.
Party-list groups make up 63 seats or 20% of the lower house of the Congress. As lawmakers on the House floor, they are set to serve for three years.
Originally intended to provide representation for marginalized groups in the legislature, a 2013 Supreme Court decision that allowed a wider array of groups to participate in the party-list system has been criticized for giving dynasties and big businesses a backdoor entry to the Congress.
Poll watchdog Kontra Daya said in a statement that it has flagged nine in 10 of the winning party-lists for “not being truly representative of the marginalized and underrepresented.”
