(December 10, 2021) – Presidential aspirant Manila Mayor Isko Moreno on Friday said the country may need to carry out “surprising actions” to defend its sovereign waters without necessarily going to war against China.
Moreno, the standard-bearer of Aksyon Demokratiko, promised to take a solid stand to push back against China’s aggression on the West Philippine Sea if he wins the 2022 elections. He cited as inspiration the past moves of Indonesia President Joko Widodo in standing up to China.
“I think the Chinese government will come to its senses na if we prove to ourselves na karespe-respeto tayo, we have to do some actions like what Widodo did. Baka minsan ay kailangan yata may gulpi de gulat din na makita sila sa atin because it is ours,” said Moreno in an interview on DZRH.
In 2016, the Permanent Court of Arbitration affirmed the Philippines’ sovereign rights over the West Philippine Sea that is within the country’s 200-nautical mile exclusive economic zone (EEZ). But President Rodrigo Duterte has refused to enforce the ruling due to fears of offending China President Xi Jinping.
Duterte has largely taken a defeatist stand on the maritime dispute, save for a strong-worded speech against China in November after its coast guard water-cannoned the country’s civilian boats in Ayungin Shoal.
Duterte’s actions stand in stark contrast with that of Widodo who personally went to Natuna Islands in January 2020 amid a standoff between Indonesia and China. Indonesia does not have claims in the South China Sea but China claims as part of its traditional fishing grounds a portion of the former’s EEZ.
Moreno said he will maintain a firm stand against China’s illegal actions to ensure that local fishermen can continue their livelihood without any threats. He said it’s an important aspect to ensuring food security, touting his “Filipino First, Philippines First” policy.
“I made a guarantee that we will fish in our ocean, in our sea, within our territorial jurisdiction. We will be fearless in such a way na kailangan nating ipasunod ang ating panalo at ito ay kailangang unawain ng ibang bansa na kasapi rin naman dito,” said Moreno.
He also vowed to invest more in beefing up the country’s defense and military resources. He promised to modernize the Philippine Navy and the Philippine Coast Guard to help them better perform their functions, especially with China’s repeated bullying tactics.
“It’s high time for us to redirect most of our resources in the Armed Forces to reinforce our capacity in that part of our country,” said Moreno. “We will reinforce our capability with regard to our Navy and Coast Guard. Kailangan mag-invest na tayo because we are an archipelagic country.”
