(December 21, 2020) – President Rodrigo Duterte has approved granting an extra bonus of up to P10,000 to all workers in the executive branch by the end of the year, a top government spokesman said on Monday as a recognition for their hard work during the difficult year under the coronavirus pandemic.
Harry Roque told a news briefing the president has signed an administrative order last Friday, giving military and civilian workers a one-time service recognition incentive on top of what they get from mandatory bonuses during the Christmas season.
Roque said employees who have rendered at least four months of government service as of November 30 are entitled to receive the bonus regardless of their work status as regular, contractual or casual employee. The funds for this bonus will come from their budget under the 2020 general appropriations act.
Employees who have served at least three months are only entitled to 40 percent of the total incentive, while those who are employed for two months can get 30 percent of the total amount. Newly hired employees can get 10 percent of the incentive, while those who have reached one month in their agency can get 20 percent.
Legislative, judicial, and other government agencies with fiscal autonomy have been recommended to grant the same incentive to their employees, subject to availability of funds.
“Should the identified funding source prove insufficient to cover the full amount of the service-recognition incentive (SRI), a lower but uniform amount shall be paid to all qualified employees of the concerned office,” the administrative order said.
Local government units can also release a similar incentive not exceeding P10,000 so long as they stick to the limitations imposed by the Local Government Code.
“In determining the amount of the SRI, the sanggunians shall exercise prudence and judicious use of government funds, ensuring that the expenditure is reasonable and will not, in any way, adversely affect the delivery of services to the public.”
