(September 19, 2024) – Vice Pres. Sara Duterte-Carpio was blasted by netizens anew for her behavior during the probe of the House of Representatives on Wednesday regarding her office’s alleged misuse of confidential funds.
Duterte-Carpio refused to take the oath at the start of the plenary hearing conducted by the committee on good government and public accountability. She insisted that only witnesses do it, maintaining that she was invited as a resource person.
“What we are witnessing now is no ordinary legislative inquiry. This exercise is a well-funded and coordinated political attack,” said Duterte-Carpio in her speech.
Pampanga Rep. Gloria Macapagal-Arroyo, a close ally of Duterte-Carpio, came to her defense, citing a Supreme Court decision that differentiates a resource person and an accused.
Manila Rep. Joel Chua, who chairs the committee, allowed Duterte-Carpio’s decision to refrain from taking the oath.
Duterte-Carpio reiterated that the Office of the Vice President (OVP) did nothing wrong with its budget, saying they will respond to audit findings and formal complaints before the Commission on Audit (COA) and courts.
She was questioned about the OVP’s spending of P125 million worth of confidential funds in just 11 days in December 2022. Until now, she has refused to explain it.
She also claimed that the lower chamber is “practicing” for her impeachment.
Netizens slammed Duterte-Carpio anew for refusing to take the oath and dismissing the need for transparency and accountability on the disbursement of public funds.
During the first budget deliberation of the OVP in the House of Representatives last month, Duterte-Carpio quarreled with lawmakers when asked about her swift spending of confidential funds. She snubbed the second budget hearing last September 10.

The committee on appropriations recommended reducing the OVP’s budget for next year to P733 million, slashing it by around P1.2 billion.
