(February 3, 2022) – Rowena Guanzon finished her term as commissioner of the Commission on Elections (Comelec) “with a bang,” said the former president of the Integrated Bar of the Philippines (IBP), as the outspoken former official returns to being a private citizen.
Guanzon, who was appointed to the Comelec in 2015, took to social media to celebrate her first day of retirement, posting a series of tweets. She also shared a video of a digital billboard of her along Makati, vowing to fight against wrong and evil.

Last week, Guanzon leaked her vote to disqualify Bongbong Marcos Jr. from the presidential race in the 2022 elections as the issuance of the Comelec’s ruling has faced delays on the end of commissioner Aimee Ferolino. Ferolino, who was tasked to write the decision, has insisted she needs more time to review the case even though it is way past the deadline already.
Atty. George Briones, the lead counsel of Marcos’ party, Partido Federal ng Pilipinas, urged the Comelec to investigate Guanzon for announcing her vote before the ruling.
But former IBP president Domingo Egon Cayosa maintained that Guanzon did not violate any rule, noting that Comelec commissioners can always seek the timely resolution of a case from their colleagues.
“She retires with a bang, in a very dramatic way, but of course, some say what she has done is improper. But if you look at the rules of the Comelec, there’s nothing there that makes it improper or out of procedure for anyone to tell the public what his or her vote is,” said Cayosa on One News’ The Big Story.
Ferolino, an appointee of President Rodrigo Duterte, has maintained she is not trying to delay the ruling, saying she’s “judiciously scrutinizing” the pieces of evidence to have a better perspective in coming up with the decision.
Cayosa believes that the Comelec commissioners should already know the vote of each other before assigning the ponente, following Rule 18 Section 1 of the Comelec Rules of Procedure.
“Once they finish discussing, consulting each other, and of course knowing the position of each one, they will raffle to the majority kung sinong gagawa ng ruling,” said Cayosa. “They already know the position of one another so I don’t know why they pretend they don’t know.”
Guanzon, who hails from Negros Occidental, disclosed on CNN Philippines that she has been shortlisted for Deputy Ombudsman for Visayas. She also revealed that she could run for public office in the coming years.
“I wish to tell that it is with much pride that I retire with honor and excellence, true to the traditions of UP (University of the Philippines) and the principles of my family and my parents: Excellence, integrity, honor, and justice,” said Guanzon.
