(December 4, 2024) – More than 70 former lawmakers, left-wing activists, human rights advocates, and student leaders on Wednesday filed the second impeachment complaint against Vice Pres. Sara Duterte, citing “betrayal of public trust.”
The 75 complainants, led by Bagong Alyansang Makabayan (BAYAN) chairperson Teddy Casiño, lodged the complaint at the House of Representatives. Also among the complainants are former lawmakers Liza Maza, Neri Colmenares, Emmi de Jesus, Sarah Elago, Antonio Tinio, Satur Ocampo, Eufemia Cullamat, and Ferdinand Gaite.
The leftist Makabayan bloc — Gabriela Rep. Arlene Brosas, ACT Teachers Rep. France Castro, and Kabataan Rep. Raoul Manuel — endorsed the case.
“The betrayal of public trust evident in respondent’s actions represents a fundamental breach of the covenant between public servant and citizen — a breach so severe that it can only be remedied by her removal from office through impeachment,” the complaint read.
The respondents said Duterte betrayed public trust over alleged irregularities in the use of P612.5 million in confidential funds under the Office of the Vice President (OVP) and the Department of Education (DepEd) from 2022 to 2023.
They also accused the vice president of “dereliction of official duty,” citing her “willful refusal to recognize congressional oversight” during 2025 budget deliberations and the House committee on good government and public accountability inquiry.

“It is time to put an end to the regime of fiscal impunity that has plagued the Office of the Vice President since 2022,” the complainants said. “More importantly, it is time to demand systemic reforms to prevent the future abuse of these shadowy funds that serve only to enrich the powerful few at the expense of the impoverished many. The Filipino people deserve no less.”
The first impeachment complaint against Duterte was filed by former government officials, civil society groups, and religious leaders on Dec. 2. Another opposition lawmaker, Akbayan Rep. Perci Cendaña, endorsed the complaint.
Pres. Bongbong Marcos, who has rebuked the vice president over her alleged death threats, has dissuaded lawmakers from seeking her impeachment, saying that this will waste the time of Congress. This drew criticisms from BAYAN and the Makabayan bloc, who stressed the need to hold officials accountable for alleged corruption.
