(May 24, 2025) – The Department of Budget and Management (DBM) is calling on lawmakers to finally pass the long-delayed Freedom of Information (FOI) bill, saying it is key to making government more open and accountable.
Budget Sec. Amenah Pangandaman made the appeal during a public event Saturday, stressing the need to institutionalize the public’s right to access government data.
“The fact remains that we have yet to pass an enabling law that will truly uphold people’s constitutional right to information. That is why I am calling on everyone present here tonight to make our clamor for the passage of a law on right of access to information in the 20th Congress even louder and clearer,” said Pangandaman, as quoted by the Philippine News Agency.
Pangandaman was one of over 30 Cabinet officials who offered courtesy resignations following the administration’s poor performance in the midterm elections. However, Pres. Ferdinand Marcos, Jr. rejected her resignation, along with those of a few others.
“We need more champions of transparency at the local level,” added Secretary Pangandaman.
The FOI bill has been pending in Congress for more than a decade. An executive order signed in 2016 allows people to request information from agencies under the executive branch, but this does not cover the legislative and judicial branches.
In her remarks, Pangandaman said efforts to promote transparency are gaining ground at the local level, with 88 local government units already enacting their own FOI ordinances. But she noted that a national law is needed.
She also pointed to progress in transparency efforts, noting that the Philippines now ranks as the most fiscally transparent country in Asia, according to the latest Open Budget Survey.
“We’ve demonstrated that open government is not just a passing trend, it is a working principle embedded in how we plan, spend, consult, and reform,” said Pangandaman.
