(June 1, 2021) – A police officer, who was earlier reported to have killed himself, turned out to have been shot dead by another officer during a drinking session, a police district director said on Tuesday.
Corporal Higinio Wayan was killed early Sunday morning by another Corporal, Sherwin Rebot, after an arms wrestling according to a witness, said Brigadier General Antonio Yarra.
Yarra, who heads the Quezon City Police District as director, said a driver who was at the crime scene confessed Wayan did not shoot himself dead but it was Rebot who was behind the killing on May 30.
Rebot is now facing administrative and criminal charges for murder and illegal possession of firearms and explosives.
Yarra said two other people who were at the crime scene —Corporal Harold Mendoza and Lorenzo Lapay— were also charged for murder by conspiracy and obstruction of justice.
“When CIDU conducted a deeper investigation of the case, suspect Lapay sensed that he could not get away to what really transpired, he confessed that PCpl Wayan was shot by PCpl Sherwin Rebot,” Yarra said in a statement, referring to the Criminal Investigation and Detection Unit.
“Lapay further averred that PCpl Rebot and the victim had an arm wrestling while PCpl Harold Mendoza was resting.”
In an earlier report, the police said Wayan shot himself based on the first testimony of Lapay. Wayan was formerly assigned to Kamuning Police Station.

Police tested all the guns of the people who were at the crime scene, conducting ballistics, cross-matching, and gun powder residue examination.
The National Police chief, General Guillermo Eleazar, had pledged to rid the civilian force of bad eggs, which has tarnished the image of the law enforcement agency.
He also promised a thorough investigation, holding the people accountable.

The Commission on Human Rights (CHR) challenged the new police leadership to stand by its promise of adopting an internal cleansing policy to restore public trust in the organization.
“This incident is gravely concerning as we expect our police to ‘serve and protect,’ and not be at the frontlines of violating rights, let alone arbitrarily curtailing one’s right to life,” said CHR spokeswoman Jacqueline de Guia, referring to the killing in Fairview.
“After a string of recent deaths and killings being attributed to police officers, we urge the PNP to translate commitments of internal cleansing into the actual reduction of cases of human rights violations on the ground. One death is one too many.”
