(March 21, 2024) – Vice President and Education Secretary Sara Duterte-Carpio refused to punish a public school teacher who went viral on social media after she was shown scolding her students.
Instead, Duterte-Carpio directed the regional education officials to remind the teacher to pause when angry and to calm her down before talking to her class. She also said she should not scold her students when she’s angry.
“Tao lang yung teacher,” Duterte-Carpio told reporters. “Lahat tayo, umaabot sa punto na nagagalit tayo, lalo kapag nafa-frustrate tayo. This is especially true sa mga teachers, dahil ang mga teachers natin, hindi lang isa na tao ang kausap nila.”

For the students who may have been affected by the teacher’s outburst, Duterte-Carpio assured them that they have teachers trained for psychosocial support.
“We have teachers that are trained for stress debriefing, lalo na sa ating disaster programs. Pwedeng itong gawin kung mayroon mang bata na nag-manifest na mayroon siyang anxiety o stress na naramdaman dahil sa nangyari, she said.
A video published by “Serendipitylover” on TikTok quickly circulated on social media, drawing mixed reactions from netizens.
Teachers’ Dignity Coalition (TDC) welcomed Duterte-Carpio’s move, which the group said “demonstrates some level of empathy from the DepEd leadership towards the teacher.”
However, the teachers’ group urged the department to ensure that its response to the video translates to an established policy that will ensure the welfare of both educators and learners.
In 2012, DepEd released the “Child Protection Policy” order seeking to prevent and protect learners from abuse and bullying inside classrooms.
This directive follows the RA 7610, also called the “Special Protection of Children Against Abuse, Exploitation and Discrimination Act,” which is aimed at protecting children from physical, emotional, and other forms of abuse and exploitation.
“The TDC has long been advocating for a review of the DepEd Child Protection Policy and amendments to Republic Act 7610. They believe that concrete actions need to be taken to ensure the protection and welfare of both students and teachers within the education system,” TDC said in a statement.
