(July 1, 2024) – A labor group on Monday slammed the approved P35 minimum wage increase for workers in the National Capital Region (NCR), calling it an “insult.”
The Regional Tripartite Wages and Productivity Board (RTWPB) authorized the said hike, which will take effect on July 17, via Wage Order No. NCR-25. Partido Lakas ng Masa (PLM), however, wasn’t satisfied amid repeated pleas to the government to do more to help the country’s workers.
“Ang Wage Order 25 ng RTWPB-NCR, na nagbigay ng P35 dagdag sa arawang sahod ng minimum wage earners ay pang-iinsulto sa manggagawa,” said PLM president Leody De Guzman in a statement.
He reiterated the call to abolish Republic Act (RA) No. 6727 or the Wage Rationalization Act that created the regional wage boards.
“Sa RA 6727, ang batayan ng pagtatakda ng sahod ay ’employers capacity to pay,’ hindi ang karapatan sa living wage na nakasaad sa 1987 Constitution,” added De Guzman.
He claimed that the law caused pay inequality since it legalized the so-called “starvation wages” starting in 1989, deeming the provincial rates as an injustice for workers.
“Paano nangyaring mas maliliit ang sahod ng nasa probinsya gayong pareho lang ang kanilang ginagastos sa pangangailangan?” added De Guzman, noting that prices outside NCR are sometimes even higher.
The wage order will hike the daily minimum wage of workers in the non-agriculture sector from P610 to P645. Workers in the agriculture sector, service and retail establishments with 15 or fewer employees, and manufacturing establishments with less than 10 workers will earn P608 from P573.
Last March, independent think tank IBON Foundation estimated that the “living wage” for a family of five in NCR should be at least P1,200 per day.
Labor groups have called out Pres. Bongbong Marcos Jr. for the government’s lack of labor reforms.

“Kung totoong kinakalinga ni Marcos Junior ang uring manggagawa, na kanyang pinuri noong Araw ng Paggawa, i-certify niya bilang urgent ang legislated wage increase sa darating na State of Nation Address,” said De Guzman. “Ito ang unang hakbang sa pagbubuwag ng provincial rate hanggang maging ‘living wage’ ang minimum wage.”
