(September 2, 2024) – ACT Teachers Representative France Castro has urged an immediate review of the MATATAG curriculum, citing its rushed implementation during the budget briefing of the Department of Education (DepEd) at the House of Representatives on Monday, September 2.
Rep. Castro highlighted that the curriculum has placed a significant burden on high school teachers, who are now handling 7-8 classes per day, each lasting 45 minutes.
“Iniwanan kayo ng nakaraang administration ng ganitong problema, ngayon ‘yung mga teachers talaga natin problematic dito, sobrang pahirap itong MATATAG curriculum sabi nila,” she said.
In response, Education Sec. Sonny Angara acknowledged the need to inject flexibility into the curriculum. He said that they have heard the concerns raised, noting that some teachers in certain schools are experiencing difficulties. He mentioned that a draft Department order is already being prepared to address these issues.
“Mayroon kaming pini-prepare na department order to inject flexibility, meaning balik tayo dun sa anim na tig-one hour, depending na sa school setting. Nakinig po kami sa hinaing ng ating mga teachers,” Sec. Angara said.
Meanwhile, Rep. Castro also expressed concerns about unpaid remittances totaling over P5 billion to various entities, including the Bureau of Internal Revenue (BIR), the Government Service Insurance System (GSIS), Philippine Health Insurance Corp. (PhilHealth), and the Pag-IBIG Fund.
She cited the 2023 COA report, which alleged revealed unremitted taxes amounting to P1.3 billion owed to the BIR, P3.1 billion to the GSIS, P503 million to PhilHealth, and P182 million to Pag-IBIG. She emphasized the impact on teachers and non-teaching personnel, particularly the delayed remittances to the GSIS, which could result in interest charges and surcharges against their accounts.
In line with this, Education Sec. Angara and other DepEd officials assured that the COA observations, particularly regarding unremitted taxes and premiums, are being addressed through an ongoing reconciliation process.
