(March 24, 2022) – A political kingpin, who stopped allies of the president’s daughter to win in local political contests in the Davao region, threw his support to the presidential campaign of the vice president, shifting allegiance from a senator.
Pantaleon Alvarez, a congressman for the first district of Davao del Norte, brought the entire Partido Reporma behind Leonor Robredo, extolling her “good governance” virtues as a better hope for Filipinos.
Alvarez, who has become an administration critic after President Rodrigo Duterte’s daughter helped engineer his ouster as House Speaker in 2019, said Robredo is the “the only realistic option” given her growing support. Partido Reporma standard bearer, Senator Panfilo Lacson, resigned from the party only hours before Alvarez and local officials from Davao del Norte and Davao del Sur endorsed Robredo.
“We need a leader. And for the 2022 Presidential elections, given all these considerations and the crisis we have to overcome, that leader is a woman. Her name is Leni Robredo,” Alvarez said in a statement.

Some party officials said Lacson’s numbers in the opinion polls did not improve since the start of the 90-day campaign period. He languished in fifth spot behind frontrunner Ferdinand “Bongbong” Marcos, Robredo, Manila Mayor Francisco Domagoso and fellow lawmaker and boxing icon Emmanuel “Manny” Pacquiao.
Lacson was made chairman of the party, which was organized in 1998 by retired army general Renato de Villa when he ran for president. Alvarez revived the party after leaving the president’s party, PDP-Laban in 2019.
He said the party could have fully supported Lacson’s presidency had the political conditions been “ideal.”
“The electoral terrain in 2022 is far from ideal, and fate had other plans,” Alvarez said. “Time and context framed the narrative of 2022 in a way that gave traction, rightly or wrongly, to other candidates instead. This is a difficult fact which takes courage to admit.”
The senator said he had “no ill feelings” towards the party for shifting their support for a presidential candidate.
Political observers said Lacson’s resignation was a graceful exit from the party after he and Alvarez had a dialogue two days ago. In early March, Alvarez asked Lacson to reassess his campaign when his numbers were not improving. But the former national police chief said he will not withdraw from the race.
Alvarez’ endorsement of Robredo was a surprise but insiders said it took more than a month of consultations between the two camps.
In the past, Alvarez had been critical of the vice president. He even planned to file an impeachment complaint against her in 2017 for her criticisms of the government’s controversial drug war campaign.
Alvarez is an acknowledged kingpin in the south, helping his allies win against well-entrenched political families, including Duterte’s allies in Davao del Norte.
Alvarez’ support will strengthen Robredo who has a weak political base in the Davao region. She lost in the region in the 2016 vice president, placing a distant third behind Duterte’s running mate, Alan Peter Cayetano, and Marcos.
Partido Reforma’s support for Robredo and Lacson’s running mate, Senate President Vicente Sotto III, was seen as a political strategy to defeat Marcos and Duterte-Carpio. Another vice presidential candidate, Rizalito David, has called on six other vice presidential candidates and nine presidential candidates to form a grand alliance to prevent Marcos from returning to power and extending the Duterte’s tight grip on power at the national level.
